This is Neige Glitzer, a Ratchet & Clank-based Fan Character.
She's part Lombax (father's side) and part Cazar (mother's side) which should explain why she's having a tail (since female Lombaxes don't have a tail).

Neige Glitzer is still a WIP Character so there isn't much of a story for her yet, let alone information.

The text in the BG is reading "Neige Glitzer" and "Even I have a purpose in this world, don't I...?"
