It's assumed this man hails from Cinnabar island. As Blaine, the Cinnabar Gym Leader, would say, "That idiot just washed up on soar one day and challenged me to take over my gym."

Dasey Jone harassed Blaine into combat but he told Dasey "if he can obtain 6 Gym Badges, then, he'll consider accepting Dasey's challenge". Dasey takes note and heads to Pallet Town to get a Pokemon.

Dasey has no knowledge and concept of the Pokemon mythos. Which makes his interactions very comical with everyone. Despite his fiery disposition, no one's sure why he has a Squirtle/Blastoise when he could have easily went with a Charmander. He lost his first pokemon fight with the Lavender Town trainer, Dio, whom felt bad that Dasey doesn't understand pokemon that well. Along his own journey, Dio show how battling and capturing pokemon work to Dasey. Dio heads to his gyms while Dasey head to his own journey only to meet up at varying moments.

At his first Gym, he becomes enamored by the Cerulean Gym Leader, Misty, whom he mistakes as a mermaid and possible siren. She befriends Dasey and teach him about water types.

Blaine laughs and relax as Dasey's journey will be a LONG one due to this learning curve.
