I know tools like this have been used in many cultures, this is far from a new idea, this is just my take on it.

Cria is mostly a landmass planet, only about 40% of it is ocean. But it's one big ocean, fed by many rivers, and with lots of islands as well. Oceanic tribes usually consist of otters and scatterings of other species, even dragons. It's either learn to fish, or die, so all the materials needed to make a basic quick-catch can be found in the wild, and how to make one is among the first things taught in our equivalent to Wilderness Survival 101.

Even in the mountains, using a long-line quick-catch from the shore of a small stream, or off a fallen tree can easily fetch dinner if you know what you're doing.
