Doctor Burton is the leader and CEO of Teambase ICR, even if her direct involvement is limited by her self-imposed imprisonment within the Room at the End of the World. A lonely and cryptic deity with power over Destruction, the fundamental force of decay and ending. Most of the Teambase only know her by her voice from Special Reports but understand her as "the primary employer" of the organization.

Due to an event in a previous universal cycle she's very adamant on keeping a secret, she abhors her own powers and desires to help while knowing what her direct involvement can result in. Thus, her use of Destruction is limited to very small scale erasures of matter, or destroying antimatter to create a neutral matter called "Stardust", which she uses to "create" constructs via destruction.

While Barb is the one who handles a majority of the cases and clients Teambase ICR handles as well as coordinating the Teams, Dr. Burton is the one who determines who a Teammate is, or at least, an ally. Her abrasive and abbreviated manner of speaking belies a genuine sense of wanting to do good by the universe, not simply because of atoning for Whatever Happened but because of a true sense of justice.
