Character is Tidebinder
This is like the 4th or 5th design for the Tidebinder, a.k.a Totem. It now has it's own species and is technically a ancient deity like Ulysses.

About 1/4th of the dots in this pic were done digitally because it hurt my wrist too much to do traditionally.
