This particular ensemble flaunts the wearer while pushing for a finished, classy, perhaps even expensive look. Wearing an open bust jacket over top of a plain dress is a relatively common combination, and certainly often paired with a sheer under dress. Not to say that opaque numbers aren't popular, often used for a much flashier look.
