The circle-bar diacritical was originally created to mark long vowels. I'm now using it for vowel sound shift since I can convey vowel length through other means by now. This is similar to the consonantal sound shift marked by a simple straight bar. The names Grawûnna and Shêlrabera perfectly show these in action.
