Personally, I'd consider this general audiences, but after poring over the Weasyl upload policy, the "nudity" section of both the general and the moderate seem to be pretty much exactly the same so I figured I'd err on the side of caution.
Edit: Changed to General, hopefully that ends up okay.

Thanks for the input, we'll see. Didn't want to step on any toes, and ambiguous wording (even though there's rather a lot of it) makes me a bit nervous. That does help though.

The main difference between general and moderate in this case amounts to "Is it trying to look sexy?", I think. So you should be safe for general if you feel like it.
