                ^^' I guess literally it could translate to "Je suis tellement français pour ça." but it doesn't ring too well. It could be refined with some context. :P

                But anyway.

                  That drawing is a joke. I was drawing when an anonymous artist say "I'M NOT SPANISH!!!11!" "I'M SPEAKING X, SO I'M X"

                    OK. So if the character in this drawing is saying "I am French" then the correct translation would be "Je suis Français".

                    Again, sorry if I misunderstood any joke, I guess it must be "lost in translation". ;)
