Yes, the suit is functional.
Yes, Rosie is thrilled because she caused the crossplosion in the background herself.
It's funny because Rosie didn't originally want to cosplay originally, and Karen convinced her to do so, much to both of their delight.

Rosalina: "This is BADASS!"
Karen: "You're adorable."

Karen is 25 feet 2 inches tall, Rosie is 10 inches tall.
This drawing took me four collective days to complete.
