Sgt. Ciri is part of the Whisper Military Forces, a small island nation on the coast of the Anthro Side of Terra, a larger Earth-like planet not yet apart of the Empirical Federation. She leads a small task force dedicated to coastal operations, much like the SEAL teams of real-life America.
