A drifting colony of a mixed bunch of aliens are able to teleport via portals to planets “in range” of their station. Their station was made while already in space, it is never meant to land anywhere. The drifting speed isn’t very fast, and the portals have long range, so they’re able to continually visit one planet for a pretty long while.

The current protocol for visiting Earth is only bipedal beings are allowed as the “dominant” and “intelligent” species of Earth is bipedal. They must wear inconspicuous human clothing that best covers their features, and they are to only visit the darkest side of the planet at the time.

This is not a perfect system. Some beings who do not fit the criteria are able to slip in from time to time, as it is not super well regulated. Some beings refuse to return to the station, or visit one particular place too often for whatever reason, and they are likely to become what humans call “cryptids”, and rouse human suspicion.
