His name is Dekon, and he supposed to be a Bone (one of the bad Gods from our setting), so he lives this way. It's one of his forms, not his true form, but the useful one.
Red markings on Dekon's head is not just a colors, it is wounds that can 'travel' from place to place. Lol.
