Well, the artist has to extend a submission offer to the person the art was created for. If it's a pre-existing submission, you scroll down to Send Collection Offer, just under Submission Management, and enter the Weasyl username of whomever it was made for.
There's also an option to do this while submitting a piece, but I've not done that yet.
