Not yet, but it's been proposed. The reasons for folks being able to add tags is very legitimate, though.
1. The search relies on tags to be accurate.
2. People can add tag filters, again which rely on art and such being tagged properly.Yeah, the system can be abused fairly easily, but they're working on it. This site is beta, after all.
