This is... scary to say the least. I don't want Comcast or Time Warner to have power over the massive culture of the internet. Now there is nothing stopping them from doing that. Remember SOPA? While SOPA would allow companies to shut down any website, this allows ISPs to cripple any website it wants.
I don't know how much we can do. It seems like this petition is just to make me feel better about things, but it's a little bit better than doing nothing. If anything, I just want to spread awareness of this issue. But please sign this petition below. These petitions are literally requests to get the president's attention. I think he's been relatively cool about internet stuff so far. So this might help.
