There are two types of tag filters: simple and advanced. Standard tag filters will cause any submission with that tag to not show up in your inbox, simple as that. You can even specify which rating levels to apply standard filters to. Advanced tag filters must be enabled in your Site preferences, but they will allow you to create a white-list of tags: that is, if you choose to view 18+ content, you will only see content with the matching tags.
