I remember this really bizarre movie on Cartoon Network at least 10 years back. I've been trying to find a complete list of movie in order to track it down, but I haven't had any luck. So I'm going to describe it and maybe someone here can tell me what it is.

First off, this movie is really bizarre. Instead of drawn animation, all the characters look like they're made of velcro or another fuzzy fabric and animated in that style. Second, the film used many stock footage black and white videos of people.

Now for the story, I'll dig out as much as I can remember. There is some kind of plot centered around dreams. There is this one factory I think that trains these strange purple sack things with eyes to sprinkle purple dust over stock footage of sleeping people. But then, it gets taken over by some bad guy and he has these vultures drop these black bombs on the stock footage of the sleeping people, possibly giving them nightmares.

Thats all for the plot. Now for some of the characters I remembered. First, there was this generic superhero in spandex and a cape. I remember he crashed into the draw bridge of a castle and fell in the moat and he simply said "I just washed this cape". Then there was this guy in a bowler hat and mustache who hung out with a short bear with glasses. I remember in a commercial, those 2 were escaping from this black substance that the vultures dropped on the stock footage. I also think the bear might be a shape shifter, as I saw the guy in the bowler hat hanging on to a bee that was the same color as the bear.

Anyway, if you know what the name of this movie is, please tell me.
