Mizuhime was said to have been born out of the lingering power remaining from the battle between Kyogre and Groudon which had ravaged and terraformed much of the Earth. Since the conflict had splintered the all-encompassing influence of the ocean, she would be entrusted to safeguard with its aspect tranquility which directs the birth of life flourishing from its depths. However, being burdened with such a monumental responsibility has weighed heavily upon her conscious.

After 2000 years had passed since Mizuhime's position had been established, she would realize that she had accidentally unleashed the birth of the first Red Gyarados; its destructive rampage razing many coastal settlements after maturing. Worse still, its wrath was so potent, it would Mega-Evolve for its power to escalate to levels seeming to approach the apocalyptic nature of Kyogre and Groudon's. With the last of her strength failing to suppress the calamity, Tempestra would soon come to her aid to her astonishment; their combined powers eventually subduing the Red Gyarados and banishing it into the Lake of Rage to be sealed away. Despite being comforted by the storm dragoness, the event would leave Mizuhime gravely distraught by her own inexperience which had lead to the countless deaths of the innocent. Since then, she would develop her own technique known as the Will of the Mystic Water in a long and studious effort to keep the waters' unwieldy prowess in check. Even so, she sometimes becomes reluctant to use it as she worries that she might only agitate the sea's influence further.

Mizuhime is the very embodiment of a shy, yet kindhearted soul who absolutely hates to see violence; especially the senseless kind. She is able to fight back, but she usually becomes sincerely and awkwardly apologetic for doing so. She also has a tendency to adore even the smallest gestures of kindness being directed towards her; yearning to show her affection to those smaller than her, even though she is rather fearful of accidently bringing them harm. She now harbors a close friendship with Tempestra for her assistance with resolving the Red Gyarados disaster. Lately, Mizuhime had grown quite curious about Tempestra's obligation to stay within the backyard of a certain Latios's home; a place that would normally be much too small for deities such as themselves...
