Tempestra is a deity who was assigned to watch over and influence the storms of the world by Arceus. She became the mediator of Kyogre as the first stopgap to quell any torrential rampage that was to occur. However, since her powers had yet to be fully realized, the apocalyptic battle of Kyogre and Groudon ravaged the Earth and there was little she could do to stop it. This resulted in the discharge of both mediators and all powers to be bestowed upon Celestina. Feeling as if she had been eternally spurned by Grace of Arceus for her failure, she relegated herself to overseeing the weather of the seas far from shores.

Millenia would pass with loneliness and guilt slowly overtaking Tempestra's once otherworldly confidence during her self-isolation. However, she would come across a kindhearted lifeguard Lugia named Calypso; eventually becoming amicable friends with each other. One day, Calypso would eagerly share with her details of the shy, yet good-natured Latios, Karma, whom she had saved from drowning; going on and on about everything she adored about him. Tempestra would soon realize that her failure was not truly the be-all-end-all of life and became curious to see how it had continued since the calamity.

The dragoness would soon appear before the Latios; insisting that she needed a place to call home, much to his total shock and awe. Learning of her friendship with Calypso, he would soon allow her to settle in his backyard and form her extravagant Thunderstorm Mansion above as long as she took care to not flood his neighborhood and not to blow away the neighbors. Occasionally, he asks her to stay outside overnight and to be held close for him to sleep within her care. She then protects themselves from the elements by using her mastery over the air surrounding her. A well of radiant joy had since brimmed within her being; not knowing deities could even experience such a notion since she figured that it could only be perceived by mortals.

While Tempestra strives to stay calm in the face of belligerence and violence aimed towards her, the fury and might drawn from the most destructive hurricanes and typhoons can be unleashed upon those who threaten the anyone she safeguards! However, her hospitality emulates that of sunshine finally peering through the parting of the most imposing of thunderclouds while the sensation her embrace provides can be likened to that of a tranquil summer breeze. Her very existence is practically the incarnation of care, understanding, and protection.
