Etgart Ovin (a slight distortion of "Hetghaarrt Ahwain", literally "long-necked dreamer" in Okhdian) is the later incarnate form of R.

An engineered Cygnian. (Actually not a "Cygnian" per se at all, but I'll get back to that at some point.)

Seemingly a cracked old crank despite being relatively young. Likes to pretend he's a grump who's seen it all, but is actually as hapless as ever. Not as prone to smiles anymore because it's not as spooky, and Etgart wants to be a scary ol' monster, but too easily amused to keep a straight face all the time. But resting bitch face helps a lot. Has the temper of the average Joe Pesci role. Will get calm as quickly as he gets pissed. Goes into total tranquil fury when he's REALLY pissed.

Spends most of his time wandering around with his mate and getting into all sorts of shenanigans, usually inadvertently. Sometimes seen in the company of a certain couple other engineered Cygnians, being drawn into their various adventures and schemes.
