In the original medieval-ish setting he was a knight and had more armour, but I didn't feel like drawing a lot of armor so let's just say he's practicing on an off day. There are 6 main capitol cities based off of certain elements (Earth, Wind, Fire, Water, Ice, Electric) and Dey is from Wind which is one of the more easy-going and open cities located between Ice and Water with exports in gems, mineral, and mountain lumber not found in the Earth capitol (which has similar exports). However, they are still a force to be reckoned with if any were to try and battle them as they have the most highly skilled "air force" of any kingdom.

Dey wields a short sword and a dagger and was tasked with finding the Kymera to escort him/her (they had no idea) to the Wind capitol before one of the other capitols found her first. Sadly, that didn't happen and Dey was a little too late. Wind's goal was to protect the Kymera, but some of the other capitol cities, or at least facets of the other cities, wanted the Kymera dead for one reason or another.

And now that Ive typed all that, I've since scrapped that setting XD Instead there is a more modern version playing in my head and I'm not even sure if Dey is in that one since I was toning down mythical creature characters other than kymera XD Oh well, he was still fun to draw.
Personality wise he is actually pretty chill outside of his knightly duties and training. If he has the time to relax he likes to go to an open area or on top of a building and watch the clouds. However, he is definitely prideful in his skills and heritage as the dragons are a very noble race. Most are actually lords/nobles or businessmen rather than fighters (though many are trained in some fighting art, they just don't stay).

Oh yeah, also the earrings symbolize his rank. The other option is tattoos, but he went with earrings. The highest rank is 4 and rookies/recruits start out with "no rank" until they take their oath of service after proving their determination.
