Ah well, I made a little progress with his background by now ( actually it was a LOT of Tekkirai's input too ohohoho ).

Cinabel is a flirty kind of guy but mostly gets turned down, sometimes due to circumstances, sometimes due to his cheesy pick up lines.
He has a brother called Noa ( sta.sh/068mz0axatg ) who never gets tired of criticizing Cinabel for his rather doubtable choice of job (which happens to be being a thief ).
