Otto was Brock's caretaker when he first was at the VA recovery center following the events at Camp Everglades. At the time, Brock was violent, depressed, and suicidal, and Otto was the only nurse there who was capable of handling Brock's outbursts.

The two did NOT get along at first, as Otto had a rough way of dealing with Brock's aggression and attitude while treating him like the cub he was not. Or, at least that was how Brock saw things. In reality, Otto, a former marine himself, was deeply concerned with Brock's well being and really did the best he could to help Brock, a feat which Brock did NOT make easy.

Brock eventually came to understand and respect Otto, and the two became fast friends. Otto and his wife, Ophelia, were instrumental in helping Brock and Bella settle in together and learn how to cope with his condition. He is still a nurse, though he's moved on to more administrative duties nowadays, and is one of 4 people that Brock would actually trust to take care of him as a cub if Bella's not around.
