There's a certain level of sarcasm in this, and no it's not in the judgement. He is most certainly judging you. Circuit Eel is a Qwuekajevv general though, and they're actually more akin to wolves than dogs....but zappy dog sounds funnier. There's another version of this with a wrinkled up muzzle too.
