Easy:
I used the blur tool from Gimp 2.8 ;D it's like a normal pen tool like in Sai, that can only blur xD I use this right after I transfer all the layers down to one and draw other the parts I want to be blur. It's a bit tricky to use, you had to be carefully, but its the easiest for making this effect I guess-
Ah, so only the Blur tool? Got it ^^
Amazing how you did it. Usually when I use the blur tool my things turn out horrible ^^;
