Baldur's Gate is a plutocracy, ruled by the Council of Peers made up of a head from each of the noble households -referred to as Patriars- with the Council of Four being a higher tier above the peers. The four dukes have the final say as well as the larger sway over military and economic matters, along with diplomacy between other city-states across the entirety of the Sword Coast. Duke Portyr is one such member on the Council. Prior to the start of Descent into Avernus, the party must decide on a dark secret they all share: they agreed their characters would be coup-plotters and trying to bring down and failing to scupper Portyr's standing lead to the instigating events that unfolded in the first campaign. How much he knows of their involvement against them is presently unknown but one can imagine how dire the consequences would be if that scheme came to wider knowledge.
