Look it up on YouTube they give reviews and stuff that's how I found my art programs.

Try Krita, it might take a little bit to learn but it's free and relatively easy to use (I use Krita)

I normaly use curve tool, line tool, and the color fill tool and shapes i actually used a circle for referencing

There are some good tablets on amazon I suggest starting with a small kinda cheap one and as you get better you could get a better one.
