As I recall, the original idea behind the Akira Class was for it to be a 'torpedo boat' type ship, and at first had MORE tubes on it.

I believe you're correct, then they ended up pulling some from the saucer section for the shuttlebay, to carry more fighters if I'm recalling correctly. The rollbar alone, though, can fire a spread of 40 torps, if I'm remembering the Utopia Planatia article right.

Well, I'm not sure exactly about the in-universe specs, but if I recall correctly, the reason they toned down the torps was because the ship supposedly looked 'too aggressive' for a Starfleet ship with all the weapons. All that stuff about keeping with Roddenberry's vision and such.
