aww it's easy! when you finish coloring/painting, merge the layers only with your character then use the quick lasso tool to select the parts you wish to be blurry(i also recommend setting the feather radius to like 10 px or more for a softer look of the selection). then use gaussian blur from the filters menu(using the settings which you prefer). i hope it helps!
