Powers/Abilities:
-Hydromanipulation: Divemaster can move water and ice within a 15 ft radius of herself with incredible speed and control
-Water breathing: Divemaster is able to breathe underwater
-Fast swimmer: Divemaster's top speed unassisted in the water is 40 mph, with a usual speed of 30 mph. If assisted by her hydromanipulation, she has been known to reach burst speeds of 70 mph
-Super strength: Able to lift 1 ton without risk of injury

Strengths:
-Leadership: Divemaster shows all the signs of being a natural leader. She communicates clearly, remains calm under duress, prioritizes quickly, and has an air of authority
-Maritime knowledge: Divemaster has extensive knowledge of local marine species, aquatic law, diving safety, and recovery techniques
-Commitment: Divemaster devotes her full effort to the task at hand, regardless of how menial or tedious it is

Weaknesses:
-Power limits: Divemaster's control over ice is still rather sloppy, especially compared to specialized cryokinetics. She also cannot withstand intense pressure, and thus cannot dive below 110 ft. She is unable to continue breathing underwater if she enters an anoxic area, and will have to rely on her pony tank until she escapes the dead zone. Finally, she refuses to use her powers on fluids within another furson's body, except to save them from drowning
-Low self-esteem: Divemaster considers herself incredibly plain, and often wishes she were more curvaceous and feminine
-Disability: Divemaster is hard of hearing in her left ear.

Bio: Rose, being a Keys Raccoon, was raised with a healthy respect and fascination with the ocean. She loved being in the water, to such a degree that she accidentally ruptured an eardrum as a child while freediving. As she grew, this love of the sea only deepened. Whenever she was feeling down from the teasing of her peers (mostly over her flat figure), she would rig up her BCD, get on a boat, and hit the water.

In the aftermath of Hurricane Katrina, Rose was photographing the reefs when she came across a peculiar wooden carving. It looked vaguely Native American, but didn't match any culture that she knew of. When she attempted to retrieve it, she felt a strange shock go through her hand, and the carving disintegrated into dust. In her surprise, she opened her mouth wide enough for her regulator to slip out - and was even more shocked when she felt no ill effects from taking a lung full of cold sea water! Further experimentation revealed that she could swim faster, control the movement of water and ice, and that she even had a mild degree of super strength. Not wanting to get in trouble, she made the long drive to Atlanta to register, before returning to Miami as an independent operative.

In early 2013, a rogue Rubiscan calling himself Doctor Sargassum attacked Miami with monsters somehow made out of seaweed. Initially only arriving to assist, Divemaster wound up leading the defense of the city, succeeding in capturing the madman and returning the seaweed to its normal, immobile state. Her leadership skills did not go unnoticed. In late August, she was completely flabbergasted when Morningstar informed her that she had been assigned to be the head of the new Miami Bureau headquarters!

Personality: Though she keeps a level head in public, Divemaster is privately insecure, frequently unhappy with not only her appearance, but also her inability to prepare for upcoming events, as she is much more of a "seat of your pants" leader. Often, when she gets exceptionally frazzled, her favorite way to relax is to go for a swim, or failing that, just soak in a pool or a bathtub. She can seem a bit jumpy at times, but she's never startled by the same thing twice.
