Phlox's got some limited shape shifting abilities. He can tear himself apart or present himself nicely by rearranging those bits. He only owns the garbage filled swamp because no one else will lay claim to it. Lost things in the world have a way of turning up there and becoming his because he says so.

I really wanted to draw him wearing some Rocky Horror-esque stuff and there's really no excuse for it.
