This is the priestess of Poseidon, and the guardian of the sacred wisdom of the merfolk kingdom. She glows because she is bio-luminescent. Her "hair" is really feelers tipped with light organs. She is capable of blinding enemies and controlling water currents. A handy non-violent way to ward off the big stomached monsters of the deep. She is also poisonous and loves to sing with the whales.
