Dr. Akai doesn't have to dress up much, as his skin is effectively his clothing, but sometimes he does like to try on things that make him feel a bit more sophisticated. Fancy top hats, bow ties, and monocles are a favorite.

Yes, yes they do. Though the glow of the eye is caused by a fiber-optic nervous system and the glow of the blood is caused by bioluminescent organisms living in it.
