As I've mentioned elsewhere, Girl did have a previous boyfriend, but he cheated on her with Girl's other minion, Lauren (I should also mention they have a child together, whom I should probably draw at some point. At least, a younger version, not a "What-if" Adult version). And as mentioned before, Girl keeps them around partially due to her distate for them fueling her villainy. That said, Nise is still a genius (and a bit better with robotics than Girl is, as Girl is more familiar with biological stuff), and Lauren is quite competent. Elimination of these two would be a waste.

But with all that, Girl also needed some levity. Eventually she started asking Arthur Terrance out. Although she has her own special means of doing so, like kidnapping him or holding someone hostage.

Arthur and Girl are not without some history, though. Currently, they are actually enemies, with Arthur having his own squad of heroes he manages. Before that, however, they were classmates in college. The experiments that turned Heyuu into how she is now was later worked on by Arthur (albeit, considerably altered). Their paths may have diverged but they did have a crush on each other, and previously mentioned circumstances prompted Girl to attempt to better connect with Arthur. At least just for dates.

Arthur himself is generally a nice, selfless guy. Even with Girl's troublemaking he still cares for her well being... although he doesn't always show it. However Girl respects him enough that she, in more private situations, she allows him to call her by her real name, JoAnn. Outside of Arthur, only Zinaida know and uses Heyuu's real name. 

But when it is your usual good vs evil fight, they will do their best to win. However, while Arthur's team are capable, Arthur had made it clear that Girl is to never touch his twin sister, Artess. Even Dr. Heyuu Girl has her scruples.
