He is of course the loony only barely evil, very silly man turned macaw that's obsessed with transforming the world's population into bird brained... BIRDS! His weapon of choice is his good looks, his other is a cursed Mayan artifact, a golden macaw headed scepter! A moments glance into its jeweled eyes and POOF BWARRRK! YOU'RE A PRETTY BIRD!

OH he is. He was originally a man before discovering the scepter on expedition in a Mayan temple ruin. ive a pic i need to post that sh9ow how it happened.
