Y'all probably know this dude by now, but this is Hotaru Yoru: electrokinetic and most likely an agent for Minah's big underground shenanigans. Kari gave me the suggestion of his bg being in a dark alleyway, which would have been easy to draw AND I could use the whole lightning thing to play with, so I went with it.
