Not one that Eevee can learn. ;P
And no, he's fighting Gastly, so Gastly's Shadow Ball, but I do understand the confusion, the Shadow Balls were basically the same colour X'D

ALL the human-turned Pokémon know moves they shouldn't be able too. Plus how is the move "scratch" different from just scratching stuff with retractable claws like a cat?

Yes, but those are still moves that are in their movepool somehow or the other. Scratch is completely outside of El's possible movepool. XD And idk man, Pokemon logic be like that sometimes

Like, Cyndaquil and Azurill CAN learn Double Edge and Overheat, just by other means outside of level-up. Eevee can't learn Scratch at all, is what I mean
