This is Doctor Serpentes, also known as Lord Coil, although he might be the only one who says that.

He started out as a human, but, being a mad scientist who was big into snakes, he ended up like this. No one's sure yet whether it was accidental or purposeful. I mean, he says he totally meant to do that, but that's exactly what I'd expect a mad scientist to claim after everything goes horribly awry.

So, now he's a bonafide super villain, who goes around kidnapping people for experimental subjects, building impractical doomsday devices, and occasionally robbing banks on off days, because it's part of the super villain charter. And, naturally, one day he'll show them.
He'll show them all.

Anyway, I'm not sure what that science gun does, exactly. It looks like it might shoot lightning, but that sounds kind of prosaic for Doctor Serpentes. It probably utilizes quantum mechanics to convert things into exotic matter. Whatever it does, I'm not sure it's properly shielded, so I don't want to be in the same room with it even if it isn't pointed at me.
