(That is, Newcastle, New South Wales, Australia : https://www.furaffinity.net/view/13208128/#) This is a non-air coal hopper wagon, one of many thousands used on the Hunter Valley coalfields (http://en.wikipedia.org/wiki/Hunter_Valley). With chain-link couplings and no air brakes you can imagine what these sounded like when they were moving. "Ringing and rumbling, softened almost into melody by the distance" - H. G.
