On second thought, the definite rule can't be followed if Judas has already immobilized his target. Hell really hath not a care for anyone that falls within the Arbiter's protection, nor if a now giant landmass of a goat that used to be Sebastien covers up an entire city. His titanic ass pushing up against the doom pillar back to the earth as he now is a more accessible way to return.
