Attached to this memorandum please find an initial draft of the paper that the working group plans to present to the Presidium regarding the above-captioned project.

I regret to say that it may be necessary to explain that a final draft of the paper is pending the recovery of certain key members of the project, some of whom are still suffering from debilitating psychological episodes; the doctors have yet to clear them for further duty, and one or two members may need to be replaced in the long-term.

We have been able to reach a few valuable conclusions, I should note. Apparently, the subjects you have provided exhibit few, if any signs, of cunning or anger, meaning their mental state is, in a certain sense, "pure." It has been our observation from the control group that certain other specimens that exhibit some level of cunning -- lawyers, state legislators and stockbrokers come to mind -- are not nearly as effective in causing the sheer terrifying effects of idiocy as subjects A1 and A2.

This will have important ramifications if we are ever able to come to some final conclusions as to how this stupidity works, precisely, which is a prerequisite in order to truly weaponize it.

While Howl-Fix has come in under budget -- I am told subjects A1 and A2 only wanted cake and ice cream -- this does not take into account the medical expenses that have been incurred by the staff. I will advise you in the near future whether we will need appropriations to cover that.

As a personal note, I regret I will need to ask for six weeks' leave in order to recover what is left of my sanity. I had the misfortune to engage the subjects in conversation without protective gear (i.e., the headphones), and as a result, I am not a well man.
