Meet Bartholomew. Do NOT call him "Bart" because he hates that name. There WILL be consequences.

Bartholomew is a magician, with a bit of a mean streak and a thing for humiliating his victims stemming from an experience of extreme humiliation when he was young, an unfortunate mishap while doing a magic act during a talent show that resulted in the loss of all his clothing save for very funny underoos in front of the entire school.
He's the type to get on stage at a comedy show because it's amateur night, get a volunteer, and then magically make their clothes vanish and make them do the chicken dance while everyone laughs at the victim. Or hypnotize attractive girls to be his showgirls and assistants and just forget to release them until the hypnosis wears off and they storm off and/or press charges.

He's not really a villain, just a sort of antagonist, and with an arrogant streak that allows things to be played against him if a story calls for it. He's capable of hypnosis, telekinesis, voodoo, all the stuff good for remote pantsings, changing a character's outfit through magic, hypnotizing them, giving telekinetic wedgies, and various other pranks.
Sure, he can do proper magic like pull things out of hats and make things disappear and he can do a pretty solid stand-up comedy routine but that's just not as fun for him as hypnotizing a heckler into getting up on the table and doing a strip tease or just hanging them from a ceiling fan by the waistband of their undies and leaving them up there indefinitely.

His weakness is reflective surfaces like mirrors, plates, hubcaps and tinfoil. I'm seriously considering him having some rather embarrassing hypnotic triggers programmed into himself from when a would-be victim thought fast and reflected a spell back at him, and he's incapable of reversing said triggers himself because he can't self-hypnotize. Removing his clothes and dancing in his underwear whenever that "I'm Sexy and I Know It" song that was popular a couple years back comes on sounds like a good one...
