The Korvolk, the lizard-men of the swamps, have an interesting form of government. Instead of a central leader, there are two "circles" of leadership: the Circle of Prelates and the Circle of Fathers. The Prelates are the priests or wise men of the society; there are nine at any given time, they serve for life unless voted out, and they work together to decide on important matters in regard to their people. The Fathers, on the other hand, are the leaders or representatives of each family group, who serve as electors of the Prelates and enforcers of the Prelates' decisions. In times of crisis, the Prelates may elect a member of the Circle of Fathers to the position of Adjudicator to take absolute power and maintain order, but the Adjudicator must step down as soon as the crisis is resolved.

Here we have one of the Korvolk Prelates. Their court garb consists of a purple robe, black strips of cloth tied around the head, upper arms, and waist, and brass bands around the forearms and neck. He holds a simple baton, a symbol of authority and his right to speak in the Circle.
