I'm no expert on eels, but I believe this is a Tessellate Moray ( Gymnothorax favagineus ), which appears to be known by a slew of common names including honeycomb moray, laced moray, and black-spotted moray.

This is why scientific names are so important. If anyone can properly identify the species, I will update it if I have the scientific name incorrect.
