In games like Fallout, you gotta deal with Armor Degradation, where the armor gradually whittles away until it’s just a piece of cloth full of bullet holes and you have to either equip something else or repair it, the latter isn’t always possible or practical.

Take Asher’s diaper here, it’s clearly been through a lot and patched with lots of makeshift materials, but it still keeps falling apart. Might be time to look for some new armor, buddy :P
