I was right after all. (Although Atallo looks kind of like the Fourth's scarf than a timelord...this is more in general, though.)

  Altallo's clothes are actually more Incan inspired :)
  
  though his personality is kind of like the First and Second Doctors. As a humanoid he's quiet, noble and a bit quirky. As a kobold/dragon, like here, he's goofy and a bit of a clown, but still has the friendly nature :)
