It took me long enough, but I finally solidified this guy's design. He's another member of the Althian High Council. He is Menthis, High Councilan of War, the man responsible for the various military branches and the guards. Despite his unusual appearance, he's a very friendly sort who is more likely to help out, unless you mean harm to Althia or any of its citizens therein.
