The culture in my largest ficticious country called Beiua is not a constant. Although a single country, it is socially split between north and south; most notably by geography. In the north, the traditional Beiuan culture has essentially been forgotten due to frequent contact from the modernized northern countries. Even the Beiuan language is not spoken in the north whatsoever.
In the south, there is a written law where Beiuan women must cover their heads with headscarves when in public. The reason for the law is that there is a stereotype where Beiuan women with longer ears are considered more beautiful than the ones with shorter ears. Truth or not, it is the social norm. Keeping all women's ears hidden rather "equalizes" the level of modesty and piousness for them all.
The exact origin of the stereotype, conveived thousands of years ago, has faded over time. However, in modern days there is an accepted "fairytale" that explains where it came from. That fairytale is a project on my to-do list... the visual aspect of it, anyways.
