I currently use "sketchbookx" on the android/google play market and I really like it for quick doodles! You can pinch zoom in and out, use an eyedropper to re-use colors, undo & redo. There's a good pencil, pen, & brush tool that I like. Also layers!! What else could I need without paying (did I mention, it's free!)

So yeah this isn't anyone's character specifically, just a doodle.
